Thinking about a well for your Tennessee homesite? Here's what permitting, timeline, cost, and risks really look like before you buy raw land.

Part 3 of a Series on Buying Land to Build
In Part 2, we talked through what to check on water, sewer, electric, gas, and internet before buying raw land — and we flagged that a well deserves its own deeper look. This is that post.
If a lot doesn't have municipal water, you're drilling a well, and while that's completely normal in our area, it comes with real questions about permitting, cost, timeline, and what happens if the well doesn't perform the way you hoped.
Permitting and Contractors
Tennessee law requires a Notice of Intent to be filed with TDEC before drilling any water well. In practice, your driller submits this — it typically comes with a $75 filing fee — but it's worth knowing it's a required legal step, not paperwork your driller can skip. Some counties layer on additional local requirements, including their own processing fee submitted with the application.
The most important thing you can do before you buy: only work with a state-licensed well driller and pump installer — Tennessee law requires it. You can verify a contractor's license directly through the TN.gov Well Water Resources portal, and TDEC also maintains a public list of licensed drillers, pump installers, and treatment system installers if you're getting quotes and want to confirm everyone on your list is legitimate.
Site Location and Setbacks
Wells also have to sit a minimum safe distance from things like property lines, septic systems and drain fields, building foundations, and livestock areas — the exact distances are set by state and county regulation and can vary depending on your specific site, so rather than list numbers here that might not apply to your lot, ask your driller or local health department for the setback requirements before you finalize where the well will go relative to your septic system and house. This is worth nailing down early, since it can affect how you lay out the whole build site.
How the Process Actually Works
Once permitting is squared away, the physical process generally goes like this:
Drilling and casing — a truck-mounted rig drills the borehole, which in East Tennessee bedrock commonly runs 100 to 400+ feet deep depending on the site, then installs a steel or NSF-approved plastic casing to line the hole.
Grouting and sealing — the gap between the borehole and the casing is sealed with a bentonite clay or cement grout barrier, which keeps surface water from seeping down into the well and contaminating the water supply.
Driller's report — within 60 days of completion, your licensed driller is required to file an official Water Well Driller's Report with TDEC, which becomes part of the public record for that property.
After the well itself is complete, a licensed installer sets up the working system: a submersible pump, a sanitary well cap, a pitless adapter (installed below the frost line so it doesn't freeze), and an indoor pressure tank. The whole system is then thoroughly chlorinated and flushed, and the water is lab-tested for bacteria, nitrates, and local minerals before it's considered safe for regular use.
Timeline: Plan Further Ahead Than You'd Expect
This is one of the most overlooked parts of the process locally. Good well drillers in our area are busy, and backlogs of one to two years are not unusual — though sometimes a driller can get to you faster, depending on their schedule and the season. If a well is part of your build plan, get on a driller's schedule as early as possible, ideally before you're finished with the rest of your design and permitting. Waiting until you're ready to break ground to make that first call can end up being the single biggest delay in your entire build timeline.
What It Actually Costs — And the Risk Nobody Likes to Talk About
A complete private well system in Tennessee typically runs $4,000 to $15,000, depending on depth, geology, and equipment choices, with rocky terrain increasing costs. That said, in our area it's not unusual for wells to cost more than that upper figure — depth requirements here can push a job well past $15,000, especially in bedrock-heavy areas where drillers have to go deep to find adequate water. East Tennessee's limestone and bedrock formations often require specialized equipment, which adds to both time and cost. Get quotes from two or three licensed drillers before you commit to a lot that depends on well water, and ask each of them directly about typical depths, yields, and costs for that specific area.
There's also a risk worth being honest about: sometimes a driller drills and simply doesn't find water. It doesn't happen often, but it does happen here, and the property owner is typically still responsible for the cost of the drilling even if the well comes up dry. Ask your driller upfront how they structure pricing and what happens if they don't hit water — some drillers price by the foot regardless of outcome, and it's better to understand that risk before drilling starts than after you get the bill.
Yield: The Question That Matters Most
Depth gets a lot of attention, but yield — how many gallons per minute the well actually produces — is the number that determines whether daily life at the house works the way you expect. Lenders commonly look for wells producing around five gallons per minute, and average household use often falls between 200 and 400 gallons per day. A well that comes in well under that isn't necessarily a dealbreaker, but it does change what you'll need to do to make the water supply livable.
If a well does come in low-yield, you have real options rather than starting over:
Storage tanks let the well slowly refill a tank during low-use hours so you have enough on hand for peak demand — a basic tank and pump setup might run $2,000 to $3,000, though it doesn't increase what the well itself can produce.
Hydro-fracturing injects water under pressure to clear mineral buildup and open up water-producing fractures in the rock, often improving yield in wells that have geologic potential but aren't performing. Licensed water well contractors report high success rates with this method, though it isn't effective for every well depending on geology, so it's worth a conversation with your driller about whether your area is a good candidate.
Deepening the well or drilling a new one nearby is sometimes the more reliable fix if a well is well below what's needed and other methods don't get it there.
Water Quality
Tennessee doesn't mandate water testing for private wells, but TDEC and the Tennessee Department of Health strongly recommend it — annual testing for coliform bacteria and nitrates, and testing every two years for chemical contaminants like metals and minerals. Many contaminants have no taste, smell, or visible sign, so testing isn't optional in any practical sense, even though it isn't legally required. If your well needs treatment, that's an added cost worth factoring into your budget alongside the drilling itself.
The Bottom Line
A well isn't a reason to walk away from land you love — most homes in our rural areas run on one, and they work well for daily life. But "we'll just drill a well" shouldn't be a throwaway line in your planning. Get on a driller's schedule early, talk to two or three local licensed drillers before you're under contract, ask about typical depths, yields, and costs for that specific area, and go in with a clear understanding of what happens — timeline and cost — if the news isn't good.
